Abstract

The article considers labor specialization in terms of A.A. Bogdanov’s General Organizational Science (Tectology), whose methodology provides conclusions different from generally accepted A. Smith’s concept of labor division. The article’s goal is to investigate specialist’s characteristics and his difference from generalist.

In terms of tectology, the difference is the cause of any process or phenomenon. Labor specialization is also based on difference – the difference between initial resources and collective consumption. The depth of labor specialization is determined by the number of people and the volume of their consumption. Reaching the global market’s limits has led to a reduction of differences in most markets and a decrease in production profitability, which in the long term can lead to the curtailment of material and energy flows. A qualitatively new difference may be the difference between the values and meanings of humanity, on the one hand, and the dehumanized technosphere, on the other. Subjects capable of linking these differences are generalists, capable of combining an understanding of the technosphere as a system, an awareness of long-term cause-and-effect relations, and the values and meanings of humanity.

The scientific novelty of the findings obtained lies in studying labor specialization and the prospects of its transition to universalization and generalization.

Abstract

The modern vector of development of the national economy and its focus on programme-targeted organisation makes us consider the principles of organisation in public administration in a new way. Modern conditions and principles of public administration require the adaptation of fundamentally new methodological guidelines that can not only manage existing systems, but also stimulate the emergence of fundamentally new economic and social realities. Currently, financing of state programme takes about 70 % of the federal budget, however, the actual implementation of the laid down plans of state programme is far behind the planned targets.

Within the international practice of economies with a related organisational structure focused on the implementation of large programme projects, the focus on project management begins to occupy a dominant position in the practice of public management, especially in the field of strategic development.

The article studies the special aspects of the project management formation and its scaling at the national level. The paper analyses the experience of implementing the principles of project management in public administration. At the same time, the authors highlight the main fundamental provisions of the successful implementation of projects and determine the key directions for improving the efficiency of project management.

Abstract

Modern business operates in a new reality – the dominance of information technology and changing forms of organisations. Against this backdrop, the crisis of the management system, its inability to effectively deal with business issues, has clearly manifested itself. The COVID-19 epidemic has significantly complicated the situation in the management. The aim of the study is to outline ways of transforming the management system to help enterprises emerge from organisational stress.

The state of governance is analysed over time: 1) the situation before the pandemic is considered; 2) the current changes since the pandemic began, in the face of both constrained business activity and a worsening crisis, are noted; 3) а forecast is given for business and management organisations for the coming post-pandemic period and regarding conversion to the new format of operations in which remote management and networked organisations have a strong place. A desk study was used and data from nationwide surveys of management employees was used. The research resulted in tactical and strategic decisions to improve the management system in organisations and proposals for changes in the theoretical and methodological basis of management, proposals for changes to the theoretical and methodological basis of governance.

Management should be based on the laws of development of socio-economic systems rather than on precedents from business practices. Interaction management, trust management, real-time strategic management are paramount and require organisations to be adaptable, flexible, integrated and self-organised. Using the possibilities of digitalisation, it is necessary to improve the accuracy of management, ensuring that management decisions are calculated and learn to measure not only the results of activities, but also the state of the economic system. The philosophical foundations of management must be changed, based on the development of science, education and culture.

Abstract

The analysis of the provision of electronic banking services in Arab countries has been performed. The banking sector is an important part of the economy in any country, however in the Arab countries there are certain problems in the application of the concept of electronic banking. The purpose of this study is a comparative analysis of approaches to the application of information and communication technologies in the banking sector in Algeria, the United Arab Emirates and Syria, identification of the features and bottlenecks in the development of electronic banking services.

It has been shown that in order to develop a strong economy and provide quality services that meet customer needs, Arab countries are clearly keen to implement the concept of electronic banking in their banks, but there are still some obstacles which prevent them from competing with international financial organisations. On the other hand, there are several successful scenarios for providing electronic services around the world, for example, the experience of the United Arab Emirates, Algeria, Lebanon and other Arab countries.

To assess the level of use of electronic services by the Syrian population at the present time, the authors conducted a survey of clients of the Syrian state and private banks. Based on the survey results, it has been concluded that customers are interested in receiving services in electronic form, but this is hindered by the political situation in the country and a number of other problems. General conclusions have been made about the priority of measures that should be taken at the state level in order for Arab banks to meet modern trends in the financial sector.

Abstract

Information and communication technologies have become an integral part of our life. Supply chain management is also currently in a digital transformation, especially during the period of disruptions in global and local supply chains caused by the COVID-19 pandemic. The purpose of this study is to provide an empirical descriptive analysis of the role of digital technologies in improving the efficiency and recovery of supply chains, as in the pre-crisis period and in a pandemic.

The research is based on the processing of statistical data and macroeconomic indicators, presented in the public domain. The following indicators were considered as basic indicators: gross domestic product as a characteristic of the level of economic development of Russia before the crisis; Logistics efficiency index; Digital Life Index. For comparative analysis, countries from different categories were selected in the context of the selected assessment indicators. The results obtained confirmed the significant role of information and communication technologies in improving the efficiency and restoration of supply chains destroyed in connection with COVID-19 pandemic.

It has been concluded that at the national level, developed economies showed high efficiency of their logistics systems and high scores of digital life rating. For countries with a level of economic development below average, the impact of information and communication technologies on the efficiency of the logistics system was not decisive in this context. The implementation of information and communication technologies makes it possible to restore the supply chains destroyed by the crisis and increase their efficiency, because of which a business in a pandemic gets a chance to survive.

The results of this study can be used by heads of enterprises of various levels in determining the strategy and tactics of enterprise development, including crisis management. Research methods and data can be applied by researchers to further research into the impact of information and communication technologies on the recovery and efficiency of global and local supply chains, including considering updated data that consider the impact of the coronavirus pandemic on the indicators used in this article.

Abstract

As a result of forced social distancing and nationwide blockages, the habit of doing everything remotely has rapidly developed in society. The majority of work and household activities have been transferred to the Internet, and this has naturally led to the emergence of a new trend – “TV-everything” world.

The rapid shift to a remote format and accelerated automation of processes have also changed attitudes to the previous management rules. The vast majority of companies decided during the pandemic to move some categories of staff to full-time remote work. One of the most debated topics today is the hybrid office model, where some employees work from home.

The aim of the study is to show the consequences of the pandemic, which will determine the growth points in technology and management for the future, and to highlight the important challenges that the new norm of organisational management brings with it.

The article presents the results of a survey of managers from various sectors carried out between March and April 2021. A review of the use of new technologies to improve the quality of the hybrid office was carried out. The importance of reinforcing the corporate culture in a remote working environment is highlighted and some guidelines for building communication in a remote working team environment are listed.

These include: fostering corporate spirit, establishing a shared vision of the situation, mentoring, a culture of continuous feedback, informal communication, and newcomer adaptation.

In a changing work environment, companies need to be extremely attentive to the well-being and productivity of teams and the mental health of employees.

A number of measures have been proposed to monitor and improve the resource status of staff in organisations, including the use of computer systems that can conduct real-time assessments of employee performance and engagement based on artificial intelligence technologies.

Abstract

The article explores the relationship between education and migration, statistics of children from migrant families in educational institutions in Russia, access to education for children from migrant families in Russia, and the integration of migrant children in schools in Russia.

Recommendations on state interaction with the children of migrants are offered. Population movements and migration processes are an integral part of human history. Another modern phenomenon, globalisation, entails fundamental changes in the world and the world market. Migration is a constant concomitant phenomenon of these changes.

Education plays a crucial role in supporting third-country migrants in adapting to a new country and culture as well as in building social relations in their host communities. Education is a key resource for participating in the economic, social, political and cultural life in today’s education and knowledge society.

Experience has repeatedly shown that differences in occupational status and chances on the labour market and associated income, social welfare living standards and public reputation, as well as differences in political, social and cultural participation, are linked to differences in educational attainment.

Social integration of migrants through participation in the institutions of the host society, such as the education system and the labor market, is undoubtedly one of the most significant social problems in Russian society. For migrant children, language and structural assimilation in the education system in the sense of formal equality of opportunity are key to social integration in the host country.

The main donor countries, from which most people migrate to Russia, are primarily the CIS countries. About 30 % of the total flow of migrants in Russia, finding with family and children. The birth rate among migrants is higher than local ones. Accordingly, Russia faces a big challenge, led by migrant children, from whom it can get a big contribution in the future, if they get a good education.

The main problems faced by migrant children in Russian schools are lack of knowledge of the Russian language, discrimination, refusals of enrolment, etc. The aim of the study is to examine the educational situation of migrant children in Russian schools, as well as their education as a contribution to the future of Russia.
