Abstract
The problem of definition of the optimum and balanced development of the air transportation for ensuring coherence of the territory of the Russian Federation (RF) is considered in the article. The analysis of domestic air-transport infrastructure and its comparison with foreign analogs is carried out. A transportation plays a crucial role in ensuring connectivity, which in turn has a significant impact on the economic development of the regions. New ambitious projects can be stopped due to absence of moving labor resources, energy capacity, materials, products, etc. from one point to another. Taking into account the peculiarity of the Russian Federation as a state with the largest territories in size and length the problem of connectivity is key for many business projects. Particular attention should be paid to ensuring the connectivity of the territories in the development of natural resources of Siberia, the Far East and the Arctic zone. When choosing a mode of transport, it is necessary to analyze the optimal costs in the construction of transport infrastructure and maintaining its serviceability. Given the large length of routes connecting the target regions and the European part of Russia, aviation is considered one of the optimal modes of transport. The article analyzes the domestic air transport infrastructure and compares it with foreign analogues. In addition to the traditional methods of air transportation the innovative types of air transport is considered. Conclusions about need of the state support of development both the modern aircraft equipment, and land transport infrastructure are drawn. The introduction of innovations in transport connectivity can significantly reduce the cost of disigning an aviation infrastructure and fundamentally reduce the duration of such projects. However, without both legislative and financial support from the state such innovative projects are not implemented. More active use of new types of the air transportation is offered.

Abstract
The organizational and economic aspects of modern sports development models is considered in the article. The analysis of foreign models such as American and European in comparison with Russian model is conducted. The peculiarities of some modifications adopted in some countries of Asia and Africa are discussed. American model which is mostly based on broadcasting is justified. In the case, broadcasting serves as a key source of finance as well being a powerful lever of influence on professional sports. Besides, American model is likely to pay an additional attention to legal protection of sportsmen and the support of professional union movement. As opposed to American model, European model’s peculiarity is financial support of sponsors and city councils. The mentioned above analysis indicated that the variant of model applied in Russia varies sufficiently from the American model and to a lesser extent from a European one. The author suggests possible directions of Russian football industry’s effectiveness and efficiency improvement which are: foundation of a unified center of management that would be in charge of professional football, increase of internal competition in Russian Football Premier League achieving both commercial and sports results. The need of designing a transparent program of collaboration among broadcasting companies and Russian Football Union is indicated. The program intends to be an understandable mechanism of gaining reasonable income from translating football on the internet and TV and fair sharing of the income among the involved participants.

Abstract
The key aspects of raising corporate finance from the international capital markets are considered in the article. There is an emphasis on the role of the company’s top-management in the important stages of the transaction, including preparation, meeting investors, execution and closing. The basic structural elements of financial instruments, including amount, time, investors and governing law are described. There is a comparison of the financial structure of a syndicated loan and a eurobond across the main parameters, including purpose of the funds, documentation and deal timeline. The roles and functions of the participants of the transaction, including the borrower, banks and advisors, are considered. The key steps of the marketing process such as the roadshow, and the major marketing documents are outlined (the investment presentation and the information memorandum). An important aspect of a successful deal is the presentation of quality analytical and financial materials (financial statements, forecast model, operational overview, strategy, reports of independent market consultants). The deal timeline is also considered, including the preparation phase (kick-off meeting, ratings agencies presentations, Due Diligence), execution (syndication and working with investors, drafting of the legal documentation), and closing of the deal.

Abstract
The article discusses the broad development of social recruitment - a phenomenon which involves interaction with potential candidates through social networks. Different methods of interaction in social networks with the candidates for the vacant position has been considered. It was found that the function of HR-branding at the company is usually assigned to the Manager of Social Affairs and media. A participation of the HR Manager has been suggested. The importance of creating of special Internet community of the company has been demonstrated and the selection criteria of social networks has been shown. All social networks have their own features. It was concluded that over the time the company which hosts its information and queries in social networks, gaining experience in identifying its target audience, finds preferred candidates and finds out the information for placing in her own Internet community. However, very often, this issue is not addressed at all or meets a sharply negative attitude of the leadership of the company. Leaders still distrust the Internet community in general and social networks in particular, seeing them as an opportunity to «stumble» on random people who are able to harm its activities. The inability to organize the work in social networks deprives the company of a powerful and modern tool to attract qualified personnel.

Abstract
One of the important challenges for importing companies is reducing of the non-productive work time expenditures of the logistics staff, which are created by inefficient order of interaction between the procurement department and the other organizational units. The article describes the basic range of issues that are addressed during the course of the interaction of the procurement logistics division with the other departments of an importing company. The research details the documentation circulating between the business units by dividing it into two indicative groups of the documents - incoming and outgoing - depending on the direction of its flow in the organization in relation to the logistics department. The author emphasizes the importance of the choice of the organizational structure type through which there will be performed the processes of logistics management in the company for better internal communication. The article provides the basic principles that could serve to allocate the internal structural sub-divisions of the logistics department, and also the specific examples of combination of few approaches for certain logistics functions. The special attention is paid to the format for interaction between the staff of different business units and to the main challenges that exist in this area. The research allowed to make some suggestions on addressing the identified problems. Among the measures proposed are spreading of the logistics principles on the activity of all divisions of the company, better distribution of the tasks relating to the generation of material flow parameters between the logistics department and the sales department of an importing company, regulating of business processes in logistics and wider deployment of the information technologies in the business communication.

Abstract
The purpose of this article is to identify modern aspects and problem areas in the field of digitalization of the innovation process. Digital technologies are becoming an increasingly important component of the various functional areas of the organization, and in some situations, the success of a business project. Digital technologies open great prospects for the conduct of various kinds of business, allow organizing international cooperation with minimal costs, thus accelerating globalization, stimulating development and expanding the boundaries of the world economic space.The wide use of digital technologies allows for the networking between the participants in the innovation process, ensures the formation of competitive advantages, optimizes the use of economic and other types of resources, and also enhances coordination and communication. Unfortunately, in Russia the level of application of digital organizations, in comparison with foreign organizations of developed countries, remains at a low level. In our country, the need for the use of information technology has matured long ago, but only since May 2017 the relevant regulatory documents have been issued that encourage organizations to actively digitize all areas and functional areas of their activities. Modern information technologies are characterized by high computing power, they take control of the organization, production, creation of innovations to a fundamentally different quality level.Currently, the success of competition is determined by the ability of organizations to quickly implement and commercialize innovations and obtain superprofits, in this regard it seems relevant to explore the possibilities of digital solutions and technologies for the effective management and management of innovation.The article analyzes the current state of the information technology industry and the information and communication technologies industry, on the basis of which the problems of the industry development have been identified, and proposals have been developed to use digital products to stimulate the innovation process.

Abstract
The article deals with the issues related to the modernization of public administration in the imperial states of modern times. Russian, British and Ottoman empires as states implementing various strategies of modernization and improvement of public administration were chosen as examples. The success of modernization reforms of the administration is one of the essential conditions for maintaining stability and development of the imperial political system, formalizing the domination of the center in relation to the periphery. The Ottoman Empire failed to implement the policy of modernization of public administration in a timely and consistent manner. The British Empire was combined the strategies of centralization and decentralization of state management of its overseas colonies. The Russian Empire - a special imperial system -implemented, within the framework of the unitary state, the principle of centralization of the system of management, but its implementation in the development of the central bureaucratic apparatus of the empire was limited by the autocratic monarchy. At the same time, the Russian Empire was flexible in terms of differentiation of the management approaches. The article substantiates the conclusion that the imperial administration was an expression of centripetal political processes in the imperial system provided them and was an expression of the political power of the center which has an autocratic character in relation to the periphery. The processes associated with the administration of the Empire are concentrated in its center and implemented in addition to the will of the periphery. In institutional terms, the center of the empire is represented by general imperial authorities and management, in functional terms, the imperial power has exclusive administrative prerogatives associated with the concentration of resources of power and their distribution over the imperial hierarchy. The differentiation of administrative approaches shows the administrative and political specificity of the empire-state. In general the modernization of management empire became a significant factor in allowing the empire to most effectively carry out the concentration of political resources.

Abstract
In article the report on holding the public and scientific forum «Russian Traditions of Public Administration» which has taken place on September 14, 2017 in Veliky Novgorod is suggested. Results of a public and scientific discourse on problems of national statehood genesis, in the context of relevant trends, calls and the prospects of geopolitical development of the Russian Federation in XXIV are comprehended. Positions of the famous Russian historians and political scientists on a ratio communal and bureaucratic are presented, within development of national statehood, from Old Russian till the imperial period. Problems of interaction of the power and the public are revealed: backwardness of an institutionalizing of political participation, low competence of the Russian bureaucracy of questions of intersectoral interaction, not accounting of national traditions of grass-roots democracy in questions of the choice of means and methods of development and realization of the Russian state policy, insufficient efficiency of public advisory. The perspective directions of further researches within the forum are revealed. Among them: ability to integrate values of the Novgorod veche democracy and «governmental» ideas of the Moscow and Imperial Russia for strengthening of bases and institutes of legal democratic statehood in modern Russia and the Novgorod region; realization by the Forum participants the joint research and educational projects aimed at the development of civil society institutes, identification of «bottlenecks» in the system of interaction between power and the public of the Novgorod region; development intellectual regions dialogue among the Northwest of Russia, the Baltic States and states of Northern Europe for the purpose of cultural historical links expansion, initiation and implementation of joint projects concerning improvement of life level, management of the territory development, strengthening of the international expert and analytical potential.

Abstract
The subject of the study is the policy of the Russian Federation to manage the scientific potential of higher education. The purpose of this article is to identify and characterize the trends in modern public policy in this area. As a basic method of research, a system-dynamic approach to policy research is used that involves the allocation of spatial, temporal and technological components. At the same time, the author focuses on the temporary component of the state policy for managing the scientific potential of higher education, which is revealed through the characterization of various stages of its life cycle. Primary data were obtained as a result of an in-depth expert questionnaire, as well as a focus group interview.The main theoretical result of the study is to substantiate the category “life cycle of public policy”, covering such major stages as its formation, implementation and evaluation. It is proved that each stage corresponds to a certain type of assessment of the scientific potential of higher education: factor, performance and final. The article gives an original approach to the research of the life cycle of the state policy on management of the scientific potential of the higher school, the interrelation of its stages and stages of the life cycle of the most scientific potential of the higher school is grounded.The main empirical result of the study is the identification of the main risks in the processes under consideration and an analysis of the specific influences of various public and political organizations on their formation. The practical significance of the results obtained is conditioned by the possibility of their use in the development of the concept of state policy for the development of university science.
