Abstract
The article has devoted to topical issues of motivation of employees of state bodies in the Russian Federation. The human factor is the main element of labor productivity and increase the efficiency of the organization. The development of a complex for improving the work of civil servants is one of the most important direction in increasing the efficiency of the public civil service. Civil servants -are the foundation of the state apparatus. In modern conditions, the effective functioning of the state apparatus is impossible without the active participation of civil servants in achieving national goals and objectives. The effectiveness of the activities of civil servants depends largely on their interest in the performance of official duties at a high level. One method of increasing the efficiency of the civil service can be a well-designed system of motivation. In order to avoid mismatch in understanding the motivation system, the author has formed the basic conceptual apparatus on the topic. It has established that the main means of managing the motivation of civil servants in Russia at present is cash payments. The author presents the components of the salary of a civil servant. The necessity of reform of public servants has substantiated. According to the results of the study conducted by the author, possible directions for improving the work activities of civil servants have formulated. A set of measures to improve the civil service in the Russian Federation has proposed, primarily, the introduction of an employment contract according to the «effective contract» principle is proposing. It has established that in relation to each public servant, when concluding an effective contract, his labor function, indicators and criteria for evaluating the effectiveness of activities should be specified, the amount of remuneration, the amount of incentives for achieving collective results of labor should be established. The main criteria for evaluating the activities of civil servants has proposed.

Abstract
The object of this article is to build forecasts of the development of Kazan, Naberezhnye Chelny and Almetyevsk agglomerations, located in the territory of the Republic of Tatarstan. The agglomerations’ formation has firmly taken place as one of the main strategic goals of our country’s development over the past few years. According to forecasts, almost 80% of GDP growth until 2020 will be provided by agglomerations. In this regard, it is especially important to study the existing agglomerations from the position of the achieved and future level of development. The results of the analysis of these agglomerations’ state over the past decade have presented in the article, on the basis of which the forecasts of the development of these agglomerations in the medium term until 2020 were calculated. The research methodology is the least squares method and the moving average method, comparing the results of which allowed us to make more adequate forecasts. When using each of the methods, also there was carried out the analysis of the forecast’ average relative error. A comparative analysis of the situation and agglomerations’ forecasts showed that Kazan agglomeration can be considered the most developed, because most of the estimated indicators show growth. Naberezhnye Chelny and Almetyevsk agglomerations lag behind Kazan agglomeration especially in demographic indicators. In general, all three studied agglomerations in the formation of their development plans should focus their attention primarily on level of migration, the volume of investment in fixed capital per capita, GDP per capita factors. The conducted analysis allowed to identify the main trends in the development of each agglomeration, as well as to formulate recommendations for the management of these agglomerations development.

Abstract
The possibility of increasing tourist traffic to the Russian regions based on the development of event tourism has considered. The advantages of developing event events for the host region have shown. The following types of tourism have highlighted: festivals, carnivals, parades, celebrations; conferences, forums, symposia, round tables; seminars, trainings, advanced training courses; sport competitions; concerts, film screenings, theater productions; anniversaries, weddings, celebrations; exhibitions, fairs, trade shows, presentations, business openings, receptions, events related to brand promotion, etc. The problems of modern development of inbound foreign tourism in Russia have analysed: the decline in the share of foreign tourists, the independent organization of recreation in Russia without the involvement of travel companies, the short period of stay in the country. It has revealed that the main source of development of Russian tourism is currently domestic tourism. This fact indicates the prospects for the development of the event market to attract tourists to the Russian regions. On specific examples from the experience of the сarrying World Cup 2018, the positive impact of event tourism on the growth of profitability in the sphere of hotel services has shown. An analysis of the carrying World Cup on the example of St. Petersburg also has revealed, that not all regions of Russia showed an expected increase in profitability. This сircumstance testifies the need for serious marketing research of consumer demand for holding event events. A positive experience in the development of tourism in certain Russian regions - in St. Petersburg and the Vladimir region, which actively use various kinds of festivals and holidays to attract Russian and foreign tourists in order to increase revenues of regional hotels and tourism industry and replenish the local budget, has adduced.

Abstract
According to many expert estimates, the share of state spending on the creation and development of infrastructure projects in the field of physical culture and sports in Russia remains low, and in the current crisis does not cover the existing needs. In this regard, the question of improving the efficiency of the use of budgetary funds and stimulating the flow of private investment in this area remains open. The article analyzes the Russian practice of public-private partnership in the field of physical culture and sports. The forms of public-private partnership in the designated area, development trends and measures of state support existing both at the Federal and regional levels are investigated. Based on the analysis of the ongoing projects, as well as legal mechanisms that ensure the rights of investors in the Russian Federation, conclusions are drawn on the need to improve the mechanisms of support for public-private partnership in the field of physical culture and sports, while it is advisable to determine transparent and unambiguous criteria for the allocation of public funds. The main purpose of the article is to generalize and systematize the mechanisms of state support of private investment in the sports industry. Since the implementation of such projects should take into account the specifics of this area, the current trends in the development of entrepreneurship in the sports sector. It was concluded that the interaction of business in the field of physical culture and sports with the state should achieve a balance between the private interests of business and social objectives that are set and should be addressed in the interests of society

Abstract
The modern conditions caused by an unstable geopolitical and economic situation in the country and the world stimulate carrying out researches in the field of ensuring economic security of the enterprises of high-tech industries, such as aviation, defensive industry, space branch. Studying of the matter will allow developing the effective mechanism of ensuring economic security of the enterprise taking into account specifics of activity of the enterprises of high-tech industries, in the conditions of uncertainty. In the article the problems of current state of economic security at the enterprises of aviation industry have considered. The relevance of this research is confirmed by the fact, that in the conditions of active integration between the enterprises within the country and also within interstate cooperation on a number of aviation projects, development of communications between the enterprises bears in itself the certain risks having significant effect on a condition of economic security of the enterprises in general and implementation of aviation projects in particular. In such conditions the enterprises need to manage economic security. In this research the problem of management of safety has offered to be solved in a uniform risk management system of the enterprises of aviation industry. The article substantiates the role and place of risk management in the procedure of ensuring economic security and stable sustainable development of the enterprise, taking into account the specifics of risk management of aviation enterprises. Solving the problem of economic security at the enterprise level is a priority, especially when you consider that this level of security is currently the least studied methodologically. Risk management is an integral part of ensuring the safety of the enterprise, the main task of which is to ensure the predictability of the predicted results.

Abstract
In modern conditions, of great importance is the concept of «saving citizens» and their impact on the economic situation in the country, which largely depends on the correctness of their management. Savings are a source of financial wealth of citizens, which is manifested not only in monetary form, but also in tangible and intangible assets. The article reveals conceptual approaches to the definition of categories of «citizens’ savings» and «management». It has noted that in most scientific sources savings are considered from the point of view of the individual, but it does not take into account the importance of savings in the economic growth of the country. On the base of the identified approaches, the author’s definition of the category of «citizens’ savings» has given. Systematization of theoretical aspects of various sources of domestic and foreign literature, made it clear that there is no definition of the category «management of savings of citizens». On the base of the generalized material the author’s definition «management of savings of citizens» has given. Groups of forms of savings have defined. The results of the study of the dynamics of deposits of the population in rubles and foreign currency in the period from 2014-2017 have presented. It has revealed that the population form their savings in any conditions, regardless of the economic, political and social situation in the country. This formation of savings is more dependent on the needs of the population, which leads to changes in the volume, forms and types of savings, depending on the motivation and the environment. It has noticed that the savings of citizens are the most important investment potential of the country and an additional non-inflationary source of funds for the economy.

Abstract
This article makes a research of current trends in the investment of pension savings of citizens, transferred to the trust management of the state management company Vnesheconombank, non-state pension funds and private management companies for the period from 2005 to 2017. The dynamics of the market value of their investment portfolios have traced. The main periods of similar dynamics of the increase in the value of the analysed investment portfolios have highlighted. The main factors determining this dynamic have identified. The structure of investing pension savings by these entities in various types of assets - government and corporate securities, deposits and accounts of credit organizations has presented. The dynamics of changes in the structure of assets for the period 2005-2017, and the investment strategy of each of the subjects of investment of pension savings during the analyzed period have evaluated.The article considers the effectiveness of investing pension savings not only from the standpoint of protecting pension savings from inflationary losses, but also from the point of view of the loss-making activity of the state management company Vnesheconombank, non-state pension funds and private management companies. The data on the total amount of losses according to the results of investment for the study period have provided. The author has made conclusions about the ratio of profitability and risk of investing pension savings in various types of assets. The research revealed key trends in the development of the compulsory pension insurance system in exercising the trust management of the state management company Vneshekonombank, non-state pension funds and private management companies using pension savings of citizens over a 13-year period since the start of trust management of pension savings.

Abstract
From the position of the modern theory of crisis management, a hypothesis of the presence of a critical point in the development of a socio-economic system has proposed. Depending on the severity of the crisis, limited resources and time, the relationship between the degree of controllability and destructible system has considered. The degree of crisis affects the replenishment of the resource mass of the system, as a result, the available lack of time and resources leads to loss of controllability and at the same time an increase in the probability of destruction. Moreover, if at a certain moment we start implementing anti-crisis measures, then we manage not to lose control over the managed processes and reduce the losses from the crisis and, most importantly, to preserve the stability of the socio-economic system. The feedback of the functions of controllability and destructibility makes it possible to determine the critical point of crisis processes in the socio-economic system. Constant monitoring and evaluation of the position of the critical point contribute to forecasting, early identification of crisis processes, and early preparation for them in order to ensure the sustainable and continuous functioning of socio-economic systems at various levels. The monitoring indicator is the basis for building an anti-crisis monitoring system. Such a parameter should be an integral indicator, represented by a set of variables, each of which reflects the state of the enterprise from different angles. This indicator allows you to assess the probability of destruction of the enterprise and determine the place on the trajectory of its development. One of the options for determining the degradability of the system in the article proposes to use bankruptcy assessment models. The provisions of the theory of crisis management in finding the critical point of crisis processes in socio-economic systems have developed.

Abstract
The issues of management and financial and economic activities of state, municipal and private institutions have considered in the article. Mostly in our paper we talk about state and municipal institutions, which, in contrast to private ones, are divided into types (autonomous, budget and state). Each type has a number of unique features that, depending on the situation, give it strong or weak features. The type of institution is mainly due to its scope of detail and the purpose for which it has created. The most progressive type is considered an autonomous institution. It has greater freedom of financial and economic activity (it can open not only personal accounts in the treasury, but accounts in credit institutions, purchases on the basis of regulations approved by the supervisory board, etc.) and has a collegial body represented by a supervisory board consisting of representatives of state and municipal government, workers and independent specialists. The actions of official duty institutions, created for the execution of works and the execution of state (municipal) functions are most constrained. The average «freedom» is endowed with budgetary institutions established to fulfill the state (municipal) assignment in the spheres of education, health, culture, science, social protection, employment of the population, physical culture, sports and other fields. This is the main part of kindergartens, schools, houses of culture, theaters, museums, leisure centers, sports clubs and schools, clinics, hospitals, dispensaries, higher educational institutions, scientific institutes. They are most prevalent in the Russian Federation at both the federal and regional (subjects of the federation) and municipal levels.

Abstract
The author considers in the article the main trends that will be characteristic of the entire hospitality industry in the coming years: the use of mobile payments, the changing priorities of the modern consumer, the environmentally friendly thinking of the consumer, the individualization of services in hotels, the presence of chat bots, the creation of «smart» and wellness rooms with using voice activation and Internet commands, installation in hotels of digital kiosks, self check-in and check-out of a guest using information technologies, digital equipment polar fund hotels, use of a mobile phone as a lock to the number, availability in the hotels of interactive social networking innovations, the use of SMS-notifications in the loyalty program, the active use of internet marketing. Examples of hotels that are already actively introducing modern innovations into business practice, have provided. The importance of individualization of services in accommodation facilities has shown by the example of researching the experience of international hotel chains. The experience of hotel chains on the formation of levels of consumer loyalty programs, as well as the conditions for obtaining and privileges of Marriott Rewards card holders have examined. The basic principles that the hotel must adhere to in order to retain the consumer and ensure his repeated visits to the hotel have identified: addressing each guest by name; collect contact information from guests and e-mail; encouraging guests to write reviews; studying the preferences and requirements of guests; providing quality service; preferably direct booking. Recommendations for hotel management to create programs to increase consumer loyalty have developed, as well as a set of technical innovations, the introduction of which hotels in the near future need to pay special attention has formed.

Abstract
The subject of the article’s study are the statistics on the volume of sales of four hundred leading Russian companies, consolidated by media holding «Expert», on the eve of the adoption of the order of the Russian Federation Government (July 28, 2017 № 1632-p) on the approval of the national program «Digital economy of the Russian Federation». The main program’s objective is the process transformation of real export-oriented Russia economy into a digital economy. The transformation process implies gross domestic product should be generated by the production of mainly «virtual» goods. Thus, the economy digitalization implies the reorientation the productive forces of society from the production and transformation of material objects to the production and transformation of numerical arrays sphere that are stored, processed and transmitted through modern IT-infrastructure. The extent to which the economy and industry of the Russian Federation are ready for such a transformation, the state of social and productive forces to support the process of the real export-oriented economy of Russia transformation into a digital one, can be indirectly estimated by the sales volume of leading Russian companies. It is assumed that the higher the share of IT-oriented industries and companies in the total volume of leading domestic companies, the higher the degree of transformation of resource-oriented and material-intensive economy into digital economy. If we assume that banking services constitute the main part of the modern digital economy along with IT companies and mobile data transmission companies, their share in comparison with the resource companies of the top ten leading Russian companies will be more than a third percents of the sales volume. That situation makes it possible to talk about a confident process of digital transformation of the Russian economy.

Abstract
The ecological crisis, which so suddenly stroke the human habitat, made significant adjustments in the relationship between nature and man, forced to reconsider all the significant developments of human civilization and is extremely actualized today social and environmental issues at all levels: regional, national, global. In this regard, the ecological issues, as a result of man’s consumer attitude towards the entire natural system, are today among the most discussed topics in scientific publications, in the media space, and in scientific discourse. The thoughtless, unlimited satisfaction of the growing needs of people has led to an irreversible change in the properties of landscapes, the depletion and loss of minerals, the disappearance of many species of the animal and plant world. Unsolved problems in the field of ecology, at the moment, reflect the reality of the twenty-first century. Solving the environmental problems, that have arisen, depends not so much on the level of development of production, science and technology, but on the ecological culture of the population, on understanding the sources, nature and ways out of the current crisis situation, on everyone’s participation in preserving natural resources, minimizing waste products.In the article, based on the study of the state of environmental consciousness of students, the role of environmental education as a factor in the formation of culture, moral standards in relations with nature, and overcoming the environmental crisis has considered. The data obtained allowed to substantiate the conclusions about the need for fundamental changes in educational programs, toughening legal regulations in the field of environmental management as a mechanism to counter the extinction and death of civilization.

Abstract
The influence of the media on current trends in the political market has examined in this article,in particular, a conclusion about the appearance of the media factors - the factors of influence of media on politics has made. According to the author`s opinion, these trends appear on the media market independently, but at the same time they have great influence on political life. According to bservations, most often media factors appear in the spheres, where the media are moving away from traditional roles (for example, communicative, ideological, organizing, socia and others) which in turn has caused by certain social and economic trends.Separately and in more detail, the author studies the influence of media factors on the consumerism of the political sphere of life - the trend, which is characterized by the appearance of features of the economic market in the political process. It has noted, that due to this trend, the political market partly begins to function like the classical market of supply and demand, in particular, there appear marketing and advertising technologies. The author takes into consideration the causes of the emergence and development of consumerizm itself, including political absenteeism, deideologization, globalization of markets and economic instability. It has given both definition and classification of media factors, the reasons for their appearance, taking into account the current state of the media market, the processes of technical modernization and convergence of genres, as well as the current state media policy have considered. Also the ways and possibilities of influence of each of the five considered media factors on political life, including consumerism have analysed. The forecast for the further development of the phenomenon has created, in particular, it was concluded, that media factors promotes the growth of consumeristic tendency.

Abstract
The problems of the genesis and practice of Russian neocorporatism in the conditions of the information revolution have considered in the article. Neocorporatism, formed in the last third of the twentieth century, is undergoing a serious test of modality at the beginning of the twenty-first century as a political and managerial concept. The moral aging of political ideas, doctrines, institutions is due to the nature of he development of society, the non-linear process of political modernization. Russian neokorporativizm (monosubject power (control) as anti-corporatism in practice passes the test of ethics. In the research of Russian neocorporatism the author is based on the analysis of political practice. In political science, the definitional problem of Russian neocorporatism has not yet solved. There is no clarity in the typological characteristic: democratic or bureaucratic? The author of the study considers Russian neocorporatism neotraditionalist. This conclusion is important for the analysis of domestic and foreign policy of the current government. The practice of Russian neocorporatism has highlighted the urgent problems of management. In the context of the information revolution and technological revolution, traditionalist and neotraditionalist methods of management lose their effectiveness. In the new realities, many of the principles of neo-corporatism are interpreted in the modern context and in their modality in political practice. The urgent management problems already can`t longer be solved by proven management methods in a changing environment. Scientific novelty of the research: solution of the definitional problem of non-corporatism, determination of the inertial nature of the management system functioning.

Abstract
The practice of applying public hearings in the Moscow region in the transformation of municipalities for the period 2015-2018 has considered. In connection with changes in Russian legislation in recent years, public hearings have become an indispensable element of the interaction of citizens and municipal authorities when merging municipalities. The purpose of this article is to determine the actual influence of citizens, their opinions, suggestions made by them, the expression of consent or disagreement on the issue being considered at the hearing on the final decision. For this purpose, an analysis of the protocols and conclusions of public hearings has conducted, the main characteristics of this form of public participation in the implementation of local self-government have determined. Statistical data on the average number of participants in public hearings on the transformation of municipal districts into urban districts, time to prepare for them in the scale of 20 municipalities of the Moscow region, the results of citizens ’voting, the presence of representatives of state authorities and some other characteristics have provided. Also, a study of the arguments “for” and “against” the association has conducted, some contradictions in the points of view of representatives of the municipal government on the issues of transformations have identified. According to the results of the study, an assessment has made of public hearings as a form of democratic participation of citizens in the implementation of local self-government on the basis of its practical implementation in the Moscow region, and situations have identified in which the opinion of the population is able to correct the intended outcome of the changes. In particular, a conclusion has made about a fairly high percentage of citizens’ attendance at hearings, the absence in most cases of a unanimous opinion about the association of municipalities among citizens, and, on the contrary, a uniquely positive assessment of changes by the municipal government. It is also assumed that the most rare scenario - the abolition of the merger of municipalities under the influence of public hearings - is possible to a greater extent for rural settlements with a high initiative of the population.
