The article is devoted to application of artificial intelligence as a strategic tool to improve governance and economic development in the framework of the established in the country’s digital economy. Based on the analysis of Russian and foreign experience, theory and practice of using a few components of artificial intelligence in public administration proposed a number of recommendations. Only the countries that implemented artificial intelligence into the system of state management will be able to compete on the international stage, will be able to withstand the various internal and external threats.

The article describes the role and position of corporate pension insurance in staff management. The obligatory pension insurance and voluntary pension insurance are examined in this article. We draw attention to reasons and conditions of corporate pension formation. There is the relation of pension rate and level of payment and way to ensure the percentage of reimbursement of pre-retirement income in the amount of pensions no lower than the level recommended by the minimum monthly wage. We point out the importance of pension insurance corporate systems in employees labor efficiency increase. The article outlines the main stages of the emergence, functioning and development of the process of simulation in the management sociology based on consulting activity, methods of designing simulation models in the specifics of business games. The author gradually reveals the little studied problems on specific descriptions of social technologies of gaming practice, «deciphering» the phenomenon of simulation modeling as a consulting and management resource. New in understanding this phenomenon is the author’s discovery of the teaching function of simulation modeling of management situations (visual graphics) in the improvement of teaching practice.

Currently almost every organization is an urgent issue to minimize the costs in the first place information, the number of personnel to a minimum. In this connection, the article examines the main approaches to the optimization of personnel, the methods of calculating the number. The methods for calculating the number of workers and managerial staff on the basis of the complexity of the production program and management functions on jobs and standards of service. However, in the calculations, it is necessary to trace how the estimated number of personnel will affect the ultimate performance of the organization as a whole. You should pay attention to the existing standards of strength for both production and management processes. In the first place, should not affect the quality of functions performed, services provided, the manufacturing of products. Remember that mental, intellectual, analytical work, expert operations and calculations require additional time for analysis and processing of information. Therefore, the calculation of the administrative personnel cannot be reduced the figures to a critical minimum and force professionals and managers to work in accelerated mode. This article describes the intellectual transport systems (ITS) as a core to move to the «digital» economics of the 21st century. The research touched the approaches to understand of the ITS covered by both Russian and western scientists. The author defined basic parameters applicable for «digital» transport and logistics used by leading countries of the world. The article provides the author`s method estimate the level of forming the ITS projects having features to consider the customer requirements in quality of informational service. The special attention is also paid to parameters of organizational and economic nature. The research allowed to not only asses current developments of ITS projects in Russia but also to provide recommendations of ITS improvements. Studying the organizational parameters of ITS projects the author analyzed Japanese and the US experience in the area of building «digital» transport and logistics. The final part of article covers issues of training professionals in the ITS sphere for transportation complex of the 21st century.
