Abstract

The author explores the essence and content of the concept of «institute» in terms of the different approaches of contemporary institutional theory. The author shows the relationship of institutions with cultural, social, legal norms, norms of behavior, routines, and habits. The author offers his own original picture of the institutional architecture of the socio-economic system and proves subsequent research areas of institutional economics.

Abstract
The article focuses attention on a possible contribution of the state corporations to long-term results of economic development. It is shown that such corporations can make the significant contribution to ensuring dynamic efficiency of economy, to implementation of structural shifts in production. The role of the state corporations in formation of the infrastructure necessary for wide use of essentially new technologies is analyzed.

Abstract

This article analyzes the application of rhetoric in institutional economics interpreted in various – evaluative, disciplinary, instrumental – aspects. When considering the rhetoric with the evaluative position the emphasis is done not on the positive and neutral, but on its negative – for the recipients – treatment. In terms of disciplinary or specific scientific fields, the main attention is paid to the system, as well as evolutionaryinstitutional approach. A detailed analysis of rhetorical instruments that serve as a tool for manipulating the target audience is done. On the example of the study of place and role of cultural code in economic research it is shown by which rhetorical means myths are introduced into scientific circulation.

Abstract

The article discusses the concept of “institutional environment education”, “educational service”, “competitiveness of educational services”, clarifying their contents. The authors analyzed the nature and content of the competitive educational services offered criteria for the competitiveness of educational institutions in terms of the value-oriented approach. The authors examined the effect of the institutional environment of education at institute of education and justify the link between the institutional environment of education and competitiveness of educational institutions and educational services. Improving the Russian education system, the institutional environment of education and competitiveness of educational services of Russian universities is only possible on the basis of a deep and comprehensive study of the described relationship.

Abstract

The issues, concerning institutional climate conducive to the creation and diffusion of innovation, are discussed in the article. Comparative analysis of institution identifies significant gaps in institutional climate in different countries. Two groups of requirements have been identified in order to improve the quality of institutional environment for Russian innovators. The basic requirements are due to the patterns of scientific and technical development of the global economy; as a rule, they are common for all countries. The special requirements are determined by the spatial, sectoral and other internal factors. We distinguish requirements for institution in countries with developed industry and less developed one. We show that it is important to focus on the development and diversity of channels for transfer of knowledge and technology in such country as Russia. The shift in innovation paradigm focuses on the efforts to improve communicative character of institutional climate and to create innovation ecosystems.

Abstract

One of the key factors affecting the competitiveness of an enterprise is low energy costs. Despite the status of Russia as an energy superpower, Russian companies are paying a high price for electricity. It has increased the past 10 years more than 3 times. In addition the traditional energy sources, there are renewable energy sources, which include solar, geothermal, bioenergy, and others. They are close in certain cases and are able to give energy. In developed countries, the production and consumption of energy from renewable sources for industry is growing every year. In Russia it is used hardly, but the potential of renewable energy is huge. This is due to the peculiarities of the country – there are a lot of hydrocarbons in Russia, and industry has focus on hydrocarbon energy sources. At the same time, in our country there are the situations where renewables can be an essential complement centralized system of electrification. But in Russia there is no mechanism of regulation of the supply / demand of alternative energy. There are not institutional conditions for state regulation of renewable energy production, there is not renewables market. The paper proposes an organizational solution that solves the problem of the coordination of the supply / demand in the Russian context.

Abstract

In the article a new economic category “innovative modernization” reflecting system technical and technological and organizational and economic updating of high-tech and knowledge-intensive industries of economy of Russia is offered and proved. Authors opened the essence and the content of the concept “innovative modernization”, various versions of long-term forecasts of development of economy of Russia in relation to high-tech and knowledge-intensive industries are analyzed: the scenario of the catchingup development, the scenario of the opened national innovative system, the scenario of creation of the innovative environment, the scenario of local technological leadership. By results of the analysis the need of replacement of model of the catching-up development by model of the innovative modernization capable to provide competitive advantages and innovative break in the conditions of globalization is proved from the theoretical point of view. On this basis the methodical principles of implementation of innovative modernization, such as selectivity are formulated (as limitation of a range of coverage by innovative modernization of branches of economy); independence (as ability to rely in innovative modernization on the national forces and opportunities); complexity (interrelation of technical and technological and organizational and economic aspects of innovative modernization). The crucial role of high-tech and knowledge-intensive industries in innovative updating of all other branches of the domestic industry and implementation of strategy of innovative break in Russia is defined and proved. The interrelation and interconditionality of branches of the high-tech services and branches making the knowledge-intensive production which is for branches of services not only a material basis, but also the animator of growth of economy in general are shown on the example of branch of the aviation industry and branch of air transportation. In the conclusion of work methodological bases of management of innovative modernization of high-tech and knowledgeintensive industries of economy of Russia in their interrelation and interconditionality providing sequence and interrelation of scenario forecasting of development of the Russian social and economic system, strategic priorities, strategic and program and target planning, reproduction of resources, competitiveness of innovative production, technical and technological and institutional providing, and also an efficiency assessment are created. Within this methodology expediency of application of the scenario of local technological leadership is proved and the most acceptable option of strategic planning for realization of strategy of innovative modernization is defined.

Abstract

The article discusses the performance category of cumulative work on the basis of modern models of economic growth of Russia. The key problem of economic policy in conditions of crisis is determined. The advantages of introducing system of management of artificial intelligence and the balanced scorecard are given. The proposed by authors graphical interpretation of the three stages models of economic growth, with emphasis on the cognitive component of the study of economic growth is presented. The author’s brief description of the elements of modern growth model of the Russian economy through increased productivity is given.

Abstract

The aim of the study is to analyze the effect of age on the appointment of the state pension fiscal system in our country.

The problem of rising of the retirement age in Russia is given a value that is far away from the traditional context of direct influence of demographic processes on the level of pensions, on the one hand, and adaptation of the pension system to changing demographic factors, on the other.

In the article the pension system for the first time is considered as a multifactorial model that corrects the degree of dependence on the mutually complex of macroeconomic and demographic factors in the different historical periods. This requires a fundamental change in the methodological approaches to the problem of rising the retirement age by using actuarial methods of forecasting.

Actuarial analysis of the problem of retirement age in the work shows that the perception of the linear dependence of the age of the destination state of the demographic parameters cannot be considered as a tool for regulating the efficiency of the pension system.

The results of the study are the specific parameters of actuarial assessments of the impact of demographic and macroeconomic conditions to increase the retirement age in Russia, conducted using data from the state statistics, formulated practical proposals to mitigate negative economic consequences.

Conclusion: Rising the retirement age should be aimed at economic stimulation of formation of the pension rights of the insured in the long term, rather than the economy of the state budget. Methodological approaches, grounded in the work, and quantitative results of the actuarial calculations will be used in the formation of public pension policy in the preparation of the regulations to rise the retirement age, the pension formula of calculating the pension rights of insured persons, the mechanism of pension indexation.

Abstract

The article considers the current governance problems associated with the position of the polity in relation to the human resource potential of society in market conditions. The author gives an overview of facts that characterizes the condition of the human resources potential in Russia for the past decades. In the article it is noted, that over the years the polity rashly confided the regulatory role of market in the creation of highly complex mechanisms of understanding professional man as a precious asset of society, the state, the organization. The author emphasizes that the capability of human resource strategy is not quite comprehended in state governance yet. The need of a holistic scientific approach to reproduction and demand for human resource capacity is justified, that will provide personnel security of the society and the state in the conditions of human resource globalization.
