Abstract

The author analyzes the policy of the Russian Federation in the sphere of external labour migration, reveals the peculiarity of formation of the Russian labor market for foreign workforce, focusing on its basic focus on the integration model of the Eurasian economic Union and the Commonwealth of independent States. The article discusses the scheme of formation of migration policy and identifies a number of problematic issues of management of external labour migration, which the author attributed the imperfection of the migration system and peculiarities of political processes in the post-Soviet space. According to the author, this approach is not conducive to quality development of external labour migration, however, is one way of lobbying foreign policy interests in the post-Soviet space. In turn, Central Asian autocrats are interested in the maximum outflow of the economically dissatisfied citizens to prevent anti-state speeches. The quality of the existing risks management of external labor migration indicates the potential of growth of popularity of right-wing political forces and destabilization of the Russian political system. Taking into account the need to balance national security interests and supported by loyal Russian foreign political elites, the author proposes to separate the management of migration on the field of law enforcement and socio-economic part, which requires a political decision of government institutions. Proposed dualism in the author’s opinion, will promote increase of efficiency of counteraction of illegal migration and activation mechanisms, presence on the labour market demand for migrants. As a tool of migration management, the author highlights the Institute of international agreements, the potential of which is currently used does not fully.

Abstract

This article examines crisis developments in the banking system and contains a classification of banking crises. Banking crises have many common characteristics, but often their course is different. They can vary in nature spread of the crisis in the national economy, the depth and severity, the number of affected financial institutions, among other symptoms. The most dangerous and devastating condition is called systemic banking crisis, a crisis that affected the entire national banking system. The author used method of system analysis, method of comparison and clusterization method. We will analyze resolution strategies and specific anti-crisis tools used in Russia and abroad, and applicable to different conditions. Identification of the crisis is needed to develop and adopt strategies to overcome it. Banking crises can cause different and sometimes completely contradictory factors. Practice shows that there is no universal strategy for normalizing the situation in the banking sector, but in any case it is necessary to note the importance of state participation in the process of overcoming the banking crises. In the absence of government intervention banking crises have serious consequences for the economy. The form of state participation in the process of overcoming a banking crisis and the extent of state involvement in solving the problems of insolvency of banks can be different: the government may restrict the measures to promote and support organization of private capital, to prefer the formal financial support of some banks, to take the banks under state control (control) or eliminate part of banks.

Abstract

The article discusses the relationship of economic management with the economic basis. The thesis is substantiated that effective economic management depends on economic ideal, to which society will strive to achieve. The world surrounding a person constantly retains its essential fundamental properties. And in this way it is perfect. Man spiritually assumes himself above nature. Potentially, he sees himself as a master of the natural world. However, acting in nature as an independent free force, he constantly reveals his imperfect. Because of his limited knowledge of the infinitely complex nature, everything that a person creates is imperfect. The path to perfection is the natural goal of man’s life on earth. However, on this common path, all nations and their large groups – civilizations – are moving along different roads. And in modern conditions, these differences have reached a dangerous feature – more and more the confrontation of civilizations is emerging. The historical feature of the Russian economic worldview is the absolute priority of moral ideals. Its deep economic ideals are not aggressive in relation to other countries and peoples. These ideals are in finding and multiplying of good. Therefore, potentially, Russia can counteract the negative scenario of the development of civilizational conflicts.

Abstract

The article is devoted to the consideration of the information base for studying the incomes of the population, the standards used in international and domestic statistical practice, studying the main indicators of welfare and income of the population used in the Russian Federation, estimating the structure of incomes in the regions of the Russian Federation, and analyzing their differences in the territorial entities of the country. The article studies the relationship between the main indicators of income and welfare in 2011-2016.

Abstract

Another crisis requires mobilization of all knowledge, including experience of the mistakes. The crisis of 2008 is the actual guidance for minimizing crisis consequences. Of course, the reasons for the current and the previous crisis are fundamentally different, and are mostly regional rather than global, by nature. But the consequences for both are the same – fall of living standards, the collapse of the banking system, reduction of economic diversification. That is why it becomes so important for government to make both a rational and effective anti-crisis plan. The global financial crisis of 2008, which is under our consideration, originated in the United States as a result of the mortgage crisis. The phenomenon was spreading rapidly in the rest of the world. In particular, Russia immediately took a number of measures to reduce the negative effects in the first months. Subsequently, all the activities have merged into a single set of measures called “Anti-crisis program of the Russian Federation” (2009) and “The main directions of anti-crisis measures of the Russian Federation for 2010”. Programs had both positive and negative effects on the economic recovery. However, in total, they have helped Russia to overcome the crisis stage without catastrophic losses, which was even noted by the World Bank. The experience of some foreign countries is also subject to review because of their effectiveness and difference from the Russian one. It also complements the picture of the anti-crisis measures and makes it more solid and global. Tracing the history of the 2008 crisis, we can conclude that the state, fighting the crisis phenomena, was concerned with statistical indicators only, without regard for the lives of their citizens. In this scenario, the developed countries must learn to overcome the crisis with minimal state intervention, but a strong motivating effect.

Abstract

The article analyzes the migration situation in Russia and the relevant results in accordance with the Concept of state migration policy of the Russian Federation for the period till 2025. Successful work of the Federal Migration Service is shown. However, Presidential Decree No. 156 of 5 April 2016 “On the improvement of public administration in the sphere of control over the circulation of narcotic drugs, psychotropic substances and their precursors and in the sphere of migration” the Federal Migration Service was abolished, and its functions were fully transferred to the Ministry of Internal Affairs of Russia. The author notes that for an absolute community of experts and specialists in the field of population migration, this decision was an unexpected. The author analyzes the situation of institution support for the state migration policy and prospects for further development. Particular attention is paid to the process of establishing institutional support for the state migration policy of Russia.

Abstract

The article describes the possible dangerous consequences of the introduction of new information and communication technologies, namely the destruction of conventional roles, of shared mental models due to the distortion of information and its context, the destruction of rutin interactions. The rapid development of science and technology in the late twentieth century led to the emergence of new information and communication technologies (ICT). In this regard, change the forms of communication and the relations between economic agents. This is particularly expressed in the change of conventional roles and common mental models. The possible negative consequences of the application of new ICT are discussed in the article, namely the increase in the probability of inaccuracies and errors in communications, the appearance of a gap in the senses or mutual understanding between the sending and receiving parties due to incorrect context transfer.

The rapid change in the conditions of communications, its methods, increasing the share of verbal information leads to the destruction of the pre-rational basis of mutual understanding of people, and consequently to the restriction of economic growth according to G.V. Grebennikov.

The solution of emerging problems is seen in the preservation of the traditional notion of communications (their goals, tasks, place in the relationship); determine their some necessary number and type. The preservation of common mental models depends on the preservation of their essential part – common values. We see that the Orthodox faith offers a person a higher ideal and values corresponding to him, as well as a way to achieve it, which can be tested by experience.

Abstract

The article deals with the problems and consequences of inequality in society and the erosion of the middle class in the developed countries, as well as the particularities of these processes in Russia. The result of the growing inequality in the United States and other leading countries is an aggravation of social problems. It is difficult for a large number of young people to get а high-quality education and, in the long run, paid jobs and their own homes. There has been a deterioration of health, reduction of life expectancy for the poorest sectors of the population, increase in crime and in the number of people in custody. Leading scientists from the West offer solutions to these problems. The article shows that Russian “middle class” has the essential features and is still in the course of its formation. Crisis of 2014 damaged Russian middle class, which performs important functions in the economic and social development of Russia. That class is the main consumer of the produced economic benefits; investor whose savings are channeled to the development of the economy. Representatives of the middle class generate and accumulate human capital needed for the development of an innovative economy. The crucial role of this layer of society is to serve as a social stabilizer. The slowdown of the middle class, and even more, its size reduction can cause serious damage to the economic and social development of Russia.
