Author Guidelines
To the publication the original works in Russian and English languages, which aren’t violating copyright of the third parties are accepted. The authors bear responsibility for the accuracy of the information contained in the articles, and for the quality of the translation of the text into English. At a reprint of materials the reference to the journal is obligatory.
Articles are available under Creative Commons license "Attribution" ("Attribution") 4.0. worldwide, according to which the unlimited distribution and reproduction of these articles on any media is possible, provided that the author and reference to the original publication of the article in this journal in accordance with the rules of scientific citation.
1. General requirements
1.1. The article and the author's questionnaire(s) are submitted in electronic form, using the submit article form available on this site. The questionnaire for each author is submitted in a separate file, the name of the questionnaire file must contain the author's name and the word "questionnaire". The recommended length of the article: at least 13,500 characters with spaces, and the total volume of the planned publication (including abstract, keywords, bibliography) should not exceed 40,000 characters with spaces.
1.2. Authors are not charged for publication. No fee is paid to the authors.
2. Execution of the manuscript
2.1. The electronic version is created in Microsoft Word and saved with the extension .rtf,.docx or .doc. Page format-A4 (book), margins-2 cm on all sides, indentation-1.25 cm, alignment-width, line spacing – single. Pages are not numbered. The use of footnotes and references is not allowed. Headset-Times New Roman, pin-11. All text should be black and typed with one headset and a pin.
2.2. There should be no special characters in the article files:
* forced migration;
* forced paragraph.
3. Requirements to the structure of the published article
3.1. The published article should consist of the following consecutive elements:
* universal decimal classification index (UDC) - left, straight;
* JEL code (classification system of the American Economic Association ) — on the left, direct drawing (only for articles on Economics);
* initials and surname of the author (s) – in the Russian and English languages, right, bold;
* ORCID ID (necessary to specify. If it`s absent, you need to register);
* the title of the article – in the Russian and English languages, lowercase letters, centered in bold;
* abstract and keywords - in the Russian and English languages, in italics;
* text of the article in the Russian or English languages;
* bibliography - in the Russian and English languages.
3.2. The article elements are separated from each other by a single empty line.
4. Requirements to the questionnaire of the author
4.1. The separate file is a questionnaire for each author, which contains the following data in the Russian and English languages:
* surname, name, patronymic (without abbreviations);
* academic degree (without abbreviations);
* academic title;
* ORCID ID (If it`s absent, you need to register);
* place of work (full official name of the organization);
* work status;
* contact phone (cell) – isn`t published in the journal;
* e – mail address-is published in the journal;
* article title.

6. Requirements to execution of articles
6.1. The universal decimal classification index (UDC) and the JEL code must correspond to the stated theme. UDC can be viewed here:

6.2. Abstract reflects the subject and purpose of the work, the methodology, the main results of the study, their application, conclusions. This is a summary of the article. The abstract should answer the question: "What is Your article about"? There can be no introduction, introductory phrases, or general sentences. After reading the abstract, the scientist decides for himself whether to open the full text of Your article or look for something more interesting on this topic. A well-written abstract will draw attention to the article not only by domestic scientists, but also by foreign colleagues. If they will be interested in Your abstract, they will click on the link and read the article, and then, perhaps, quote it in their work. Abstract is about drawing attention to Your article
Abstract is submitted in the Russian and English languages, the discrepancy between the Russian and English annotation is not allowed. The abstract should not exaggerate or contain material that is not in the main part of the publication.
Abstract length - from 200 to 300 words.
6.3. Keywords – words that will be used for indexing your article in the RSCI, as well as in international databases. These must be expressions consisting of 1 or a maximum of 2 words. The more succinct the words are, the more likely it is that the system will display Your article in a search query. This means that the article will be read and quoted. Well-written keywords allow you to increase the level of citation. 8 – 15 keywords or phrases are allowed. – Keywords are separated from each other by comma. Submitted in the Russian and English languages .
6.4. The main part of the article should be based on the standards accepted in the international community: introduction (statement of the problem on the current theme, goals and objectives, a clear description of the structure of the article), the main part (review of relevant scientific sources, description of methodology, research results and their analysis), conclusion (conclusions, directions for further research). The main part of the article is presented in Russian.
6.5. References is a list with a single numbering of the literature used, is provided in accordance with the requirements of GOST 7.1.-2003:
- the list of references should contain bibliographic information about all publications mentioned in the article, and not contain references to works that are not referenced in the text;
- in the list are listed in alphabetical order Russian-language sources, then-foreign; Russian-language sources must be translated into English (in square brackets in italics), as well as to make a transliteration;
- references to legislative acts are indicated at the beginning of the bibliographic list, references are recommended to be drawn up with the help of the "Consultant-Plus" system (in the "help" section), necessarily indicating the version of the law that you used.
6.6. The bibliographic list should contain at least five scientific sources related to the analyzed problems.
6.7. Allowed no more than 10 % of self-citation.
6.8. References to the literature specified in the text are given in square brackets: [1], and if the text refers to several sources at once, then separated by semicolons [1; 2]. In the case of direct citation (in quotation marks), the page numbers of the source must be specified, for example [1, c. 3].
6.9. All laws, state programs, digital data, given in the text, should have references to the source.
6.10. The use of footnotes and references is not allowed.
6.11. Referring to material from the free encyclopedia "Wikipedia" is not allowed.
7. Requirements to execution of figures, tables and formulas
7.1. All figures must be created by Word. Pictures must be grouped by means of Word obligatory (i.e. must not be changed when moving and formatting).
7.2. For publication are accepted drawings that do not go beyond the printed area (ie fields) only in black and white, are not allowed full-color illustrations. Complex drawings are duplicated in separate files in the format .tiff,.tif or .jpg (at least 300 dpi).
7.3. In the text of the article it is necessary to give a reference to a specific figure, for example (see Fig. 2), as well as a reference to the source. The drawing should be readable, legible and of good quality.
7.4. Each figure should have a serial number, name and explanation of the values of all curves, numbers, letters and other symbols placed under the figure. We accept only pictures with a clear image, without spelling and punctuation errors in the text.
7.5. Each table should be marked with a sequence number. All tables must have a title. All columns in the tables should also have titles. Reduction of words is allowed only in accordance with the requirements of GOST 7.0.12-2011, 7.11-2004. Each table parameter must have a unit of measure. All tables should indicate the source.
7.6. Simultaneous use of tables and graphs to present the same results is not allowed.
7.7. Tables and figures are numbered independently, i.e. table 1, figure 1.
7.8. The set of formulas is carried out in the editor MathType. The numbering of formulas – to-end, by Arabic numerals in parentheses. The number is aligned to the right edge of the text border. Numbering is carried out outside the formula editor in the order of the formula in the text. Numbered formulas, which should be referenced in the text, are placed in a separate line and placed in the center of the text.
7.9. It is forbidden to use the "Symbol" option to put a mathematical or any other sign, dashes, quotes, etc.
7.10. All figures and tables should have references to the source.
If the table or figure is developed by the author independently, then below it is specified:"it is made by the author (or authors if there are several of them) on research materials".
8. The editorial policy of the journal forbids:
8.1. Self-plagiarism. If the elements of the scientific article were previously published, including in the journal "UPRAVLENIE / MANAGEMENT (Russia)", the author is obliged to refer to the previously published work. Verbatim copying of own works and their paraphrasing is not allowed, they can be used only as a basis for new conclusions.
8.2. Verbatim copying of another person's work without attribution, reference to the source and the use of quotation marks.
8.3. Incorrect paraphrasing of another person's work, in which more than one sentence within one paragraph or section of the text was changed, or the sentences were placed in a different order without a corresponding reference to the source. Significant incorrect paraphrasing without reference to the source is equivalent to literal copying.
8.4. Use of parts of another person's work without attribution, such as a paragraph, figure, or table without reference to the source or the use of quotation marks.
8.5. Publish the same research in multiple journals.
9. Other conditions
9.1. In case of non-compliance with these rules, the editorial board have the right either return the material to the author for revision, or refuse to publish the article.
9.2. The author agrees to reproduce the article free of charge on the Internet by signing the relevant сontract.
