Abstract
The article analyzes the system of anti-corruption policy of the Russian Federation, examines the main forms and methods of combating corruption, and evaluates their effectiveness based on modern scientific and regulatory sources. It is shown that the Russian anti-corruption model is based on the international legal obligations of the state and combines preventive and law enforcement forms of activity implemented within the framework of strategic planning.
The study analyzes the theoretical and legal foundations of anti-corruption policy, its proactive nature, and reveals its importance in the national security system. Based on the results of the comparative analysis, which consists in considering and comparing domestic and foreign approaches to determining the nature of corruption, the authors concluded that reducing corruption risks directly depends on limiting discretionary powers, increasing transparency of the procedure, and strengthening accountability of responsible officials. The article also pays special attention to preventive measures, including: anti-corruption declaration, examination of regulatory legal acts, legal education, conflict of interest resolution, as well as related activities of law enforcement and regulatory authorities. In addition, the article analyzes the legal, organizational and managerial, information-analytical and socio-psychological mechanisms for the implementation of anti-corruption policy, which includes, among other things, the digitalization of public administration and the use of the specialized state information system Poseidon.
The authors identify the main problems of modern anti-corruption policy, consisting of the formal nature of individual preventive measures, insufficient effective control and lagging legislation behind technological changes. Further digitalization of anti-corruption procedures, the development of public control and the strengthening of preventive work on the formation of anti-corruption awareness are proposed as promising areas.
